Try to unregister and register the dll again.
regsvr32 -u c:\Window\SysWOW64\MSCOMCTL.OCX (to unregister)
regsvr32 c:\Window\SysWOW64\MSCOMCTL.OCX (to register)
btw check if the file is in that folder.

Haha the switch setting is to choose wether your three speed switch is a switch or a button. And yes the speed settings work eg. 50% is 50% of everything power and top speed!
