Weird hub motor. How does it work?

Spotted an electric bike on eBay with a weird looking motor.

Raleigh Select Five Electric Bike

If you zoom in on the third photo, you can see the motor unit more clearly.
It appears that the facing cover, with the power cable, stays static, while the wheel part moves independently from this.

Any ideas of the internal workings of this motor?
 
Looks like an electric version of the original hub motor the BSA winged wheel.
 
Wow, you guys are fast...I screencapped it and put a red circle around the motor. I suspect it is a brushed inrunner that is heat-sunk to the side-plate, with 24V SLA in the downtube. Ypedal, I agree on the Sanyo you linked to...same patent?

Here's the 1989 Hercules Electra from Germany (its a factory electric conversion from an long-standing 2-stroke gasoline model that dates from the 1930's)

Supposedly the Sanyo was from the Rabittool design from good ol' USA. It uses belts and wheels and maybe an oil bath. I covet one, at least I used to. Very quiet, I understand.
