You can run it without the ca. And it will run fine without it it will not be limited to 20mph either. If it doesn’t run right w/o ca then you have issues with motor or controller
 
Yes what amber Wolfe said. What battery do you have size cells amp hours etc
It can’t draw over 20amps even w/o the ca because that controller is limited to 20amps. I am willing to but it is the connections of the motor and controller. Those Anderson’s are old and they get loose - cut out. Melt things etc.
I bet if you cut the Anderson’s off and hardline it to the controller it will work perfectly.
