Only 9,200w to power an e-moto? Oh geez, I hope that doesn't mean your freind bought one of those cheap-ass ZEV's to replace it. I've heard a lot of bad things about the ZEV's, like they pretend to be made in America but mostly consist of cheap chinese parts, so they require a lot of maintenence, and they use cheap batteries (and don't even have a sealed battery box!). I've also heard most of their posted specs are totally made up.
