RMartin R10-H (mods) - voltage increase

This bike is a 36 volt system and would like to increase it to 39 volts. Even without the magnetic wheel limiter (sensor) it will only go up to 18 MPH. I would like to know how to increase the speed a little. It listed as a 700 watt peak and 350 continuous.

I have a new rear hub Rmartin (350w) 36 v. I removed the speed sensor and I can only get up to 18 MPH. What can I do to get a little more speed. A better controller or a mod?
