I'm having the exact opposite issue: the space in the drops is too big so the axle can rotate. That's how I got thrown the first time around. We'll see how tonights bike works out.

I'm done trying to use the 700C bike for this, the next build will be a typical 26" MTB. If this one doesn't work I'll probably just bring it to *mart and find some cheap-o it'll work in.

When I say the axle opening in the dropouts, I don't mean the width between the forks. That appears to be 100mm, as you said. I was suggesting he check the width of the slot the axle itself goes into, so that there is a tight fit of the axle flats to assist in preventing turning under load...

I would measure the width of the axle opening in the dropouts. As it's intended for a bolt-on axle and not a QR axle, there might be the potential for the axle to twist the dropouts apart. That gets painful and expensive fast... ask me how I know :(
