This came up before somewhere. Some people thought that the testing is basically a witch hunt to try and protect the German brands from foreign competition. There were some Chinese brands cheating by using false certificates. There was also a lot of discussion about whether some of the tests were relevant or fair, and why they were going after retail outlets and not all the Dodgy Ebay sellers. The main point that comes out of this is that if you want to sell ebikes from a shop in Germany, you better do it by the book, and use trustworthy suppliers.
 
NEVER EVER read reviews done by STIFTUNG WARENTEST. this is as german as i can be. and "german" in the most negative meaning it can be ;)
just joking. but to be honest: this magazine is VERY german. very strict. no fun. just rules.
even the ADAC (like US AAA) is now in troubles as they faked car reviews which always made german cars win, wouldn't wonder me if theses tests are fake as well (but that's my own opinion - not that someone tries to sue me for saying that *ggg*)

Exactly why I divorced my ex wife (German as she is ) LOL!
The stiftung test is just that a law test, but does not include modifications and/or aka illegal ebike stuff....
Dau hat dat wahrung prufe besser im teche bleyben losen.
