Perhaps a fabricators solution will work for you..
Forget the drawings and dimensions. Position the caliper and bracket where you want it on the rotor, and apply the brakes to hold it there. Then using a transfer punch mark the location of the holes for the IS cross bolts and make your holes there.

I think we can all just agree that "I bought a 203mm adapter for an 'International 'Standard' mount and it doesn't work" is a real pain in the ass.

The calipers are also "standard". My adapter lined up great for my BB7 calipers, but my hydraulic calipers are misaligned, so about 4mm of the pad doesn't contact the rotor.
