Low powered mass market controllers like that are so cheap that the best way to find out is to try it. If it pops, then you know, and you get another one. But it's a potted controller, so nobody can see any of the components to make an educated guess about it.

You can make torque arms that bolt into the fork ends, but have the inside measurement you need. 25mm thickness per side gives you plenty of room to make them clamp the axle flats.
