Axle & tire question - where to find these?

I am looking for two things.

Tires
My friend has these amazing 27.5"x2.8" as a substitute for the mountain bike tires since he rides it in the city. I love these tires, but can't find anything like them: they are both road friendly, and fit well on a bike that came with 27.5"x2.8" tires. https://www.schwalbe.com/en/tour-reader/super-moto-x.html We both have a larger bike now because the roads in New York City are home to some of the largest and most messed up potholes in the world. I want to have tires that are made for the road, but that will also take some of the shock out. I can find road tires that are 27.5"x2.0", but few if any that are 2.8", much less ebike rated.

I searched the forum high and low, and the best I found was this tire, which isn't available anywhere anymore. :(

Axle

I got myself a 10mm x 187mm axle so I could fit on one of these seats from thebikeseat.com - https://www.thebikeseat.com/store/p3/Companion_Bike_Seat.html However, the 187mm is a liiiiiiiittle bit too small to fit the nuts on, which is strange, since their website has a 187mm solid axle for sale! It still needs a little more room to fit the locking nuts on when the pegs on. Is there anyplace I can overnight a longer axle? I've tried all my local bike shops and most don't even have 187mm, much less anything larger.

As for the axle, well, most solid axle bike hubs are cheap, and most cheap solid axle bike hubs use 3/8"-26 threading instead of 10mm-1.00.

It's about $36 plus shipping, but it will work with your bike's axle hardware.

Here's a link to a 210mm long axle kit in 3/8"-26, that comes with cones and locknuts for about $9 retail. Any bike shop in the USA can get you one, and install it.

300mm seems like it may be a bit on the long side, I am unsure if I will be able to get the nut on all the way with the tools I have.

The 210mm looks great, but is 9.5mm, I am unsure if I can fit that on a bike that had a 10mm axle. Would a 9.5mm work on a hub that previously had a 10mmm axle?

You can always cut an axle shorter. Cutting it longer is more difficult.

A 9.5mm axle almost always works in a hub designed for a 10mm QR axle. That's how most solid axle versions of generic rear hubs are set up. But you have to use 3/8"-26 cones, locknuts, and axle nuts. (Unthreaded spacers are interchangeable between the two sizes.) That's why I sent you a link to an axle kit that includes cones and locknuts.
