I disagree with Steve Lehto. But i think the judge needs to be more specific on exactly who is going to jail if the order is ignored. I'd say the city manager, not the cop.

Qualified immunity dates back to 1982 when SCOTUS invented it out of thin air. Net result is that you usually can't sue a gov employee no matter what they do. This took a few decades for it to sink in, and now that it has, you get cops stealing your money or even killing, knowing that as a gov employee they are immune.

The courts don't BOTHER checking anything. There's always been a major issue with allowing prisoners to file lawsuits, because they have plenty of time and nothing to lose.

Crooked has become a common problem. Here there are 1,000 victims where the police went in and emptied ALL the safety deposit boxes because of a warrant for just 1, trumping up accusations against all the others and saying they can't prove it's not true so they're keeping all the money and valuables.
