which welder to use for 18650

I see on ebay there is

Can anyone recommend a good welder to make your own 18650

I have the following:

But its doesn't come with any power leads or any leads at all and seems to be an arc welder.

kweld is 120 euros bit pricey compared to the two links I've shared.
