I have been "burned" by counterfeits in other areas and was looking for guides on discounted products
 
Common business practice in China. Unless you have good reason to believe your products aren't in this category, you should probably assume they are even if full price and certainly if the price is too good to be true.

Using paypal and buying from reputable sellers who other people vouch for is one good way to increase the chance that you'll get something that at least works.

These third shift goods aren’t counterfeits in the traditional sense of the word. OEMs use exactly the same materials and production processes to make additional products that are then sold through unauthorized channels.
...then the products will be of the same quality as those "OEMs" units from the 1st & 2nd shifts.. ?
Also, if there is no way to tell the difference, this could be used by unscrupulous "brand" suppliers to avoid warrany claims.
Many products have "traceability" using time/date/location , codes......but a determined scammer can fake those too. !

Except that because they are not going to be sent to the "OEM", but sold elsewhere for cheaper, they can skip all the QC and testing, etc., so they would be a lot cheaper to make. (and riskier to use)

The only thing that comes to mind are the rejected 18650's that the brand name corporations give to the other brands like Trust Fire and such. But yeah, its in China's culture to counterfeit and make money.

Possibly not
could be QA rejects, or have none of the contracted QA even if "the same"

not if they ..

with "processes" implying QC control processes also..many of which are automated and integrated into the processes these days. ( Process Control)
However, i am sure some places just scavenge the "rejects" bins and ship them out the back door !,.. ..but that is different to making "3rd shift" product for "grey market" sales.
