Bionx battery without BMS cell replacement

I bought a cheap second hand bionx motor, display and battery. The battery cells are toast. The battery bms board is not having balance wires. It's an 11S 4P battery.
Does it make a difference if you create 4 strings of 11 batteries and connect those in parallel compared to the normal method of having 4 cells in parallel 11 times and connecting those in serie? If so, which method would be best to use without balancing and why?
 
There is a BMS in the battery. It's just not blancing the cells.
It has an undervoltage cutoff and overvoltage charging cutoff as well. It also measures the temperature of the cells.
I read often about people using batteries without balancing.
Some cells seem to deal with it better than others.
Reading it back, the title is indeed a bit misleading. It should say 'without balancing BMS'
