Bionx Battery question

Hi, I have rebuilt a 48 volt bionx battery and I can jumper the output plug (Pin A1 to pin 3) to turn on the bms.( I don't have the bike with me) I'm getting all the correct voltages at the pins after the 4 beep turn on confirmation no problem. My issue is when I plug in the charger (with the bms on or off) I get the normal red light on the ring for 1 second but it's not changing to amber to start charging as it should. I have a known good spare charger which does the same thing. The pack voltage is currently sitting at about 51 volts and the cell groups are all within .05 volts of each other so it's not a balance issue.

I'm wondering if I somehow locked it up. Any ideas?
