18650 supplier rant

I live in Israel.
I've been looking for 2 years now, scouring the web, Alibaba, Google, global sources, and even this website.
Absolutely nowhere have I found a single supplier that looks remotely trustworthy and sends new, genuine, grade A cells to Israel, not even tumich can send to me.
I've been getting along salvaging cells from modules I buy from batteryhookup, but at most they're 7A continuous cells that really hold me back from advancing to high power builds.
I'm considering the option of buying from a reliable supplier that sends only to the eu, and then use a forwarding service that will send it to Israel but I'm not too familiar with how it works.

What am I missing? why can't I find any? since I am a small business I'm only looking to buy around 160 cells at a time but that must still be a worthwhile amount to SOMEONE.
If you know a reputable supplier from alibaba, or any good supplier who ships to Israel please let me know.

The reason is, the market wants cheap, the suppliers that have any interest in sub container-sized customers are how the industry gets rid of sub-par stock.

Just not enough critical mass of individuals wanting to pay the double/triple per cell needed to be worthwhile to the supply chain.

Really what is needed is millions to be invested in a company that is able to buy by the container load.

I think the uncertainty around shipping safety regs and consumer liability are the biggest risk factors.
 
Could it be that Israel prohibits import due to possible hazard restrictions (e-cig use and vaping)?

Have you called NKON to find out why they won't ship Lilo's to Israel or is it that it's just to expensive for the average consumer?

There certainly must be thousands of e-bikes in Israel with 18650 packs and more than a few DIY builders of 18650 packs.

Am actually surprised that Israel doesn't manufacture lithium-ion cells being they're at the forefront of new electric storage technologies. Micah Toll could shed some light being both a citizen of Israel and US, if only he were easier to contact and reply.

I actually wrote a very polite and professional email to nkon around 18mo ago, asking them for a shipping solution to Israel. They ignored the request and just replied with one sentence "sorry, we don't have shipping to Israel"
Israel doesn't prohibit batteries, they just want the parcels to be up to packaging standards of dangerous goods.
There are actually hundreds of thousands of ebikes limited to 250W, but only hundreds of them are diy built.
