So the electrical scooter I had, originally had (2) 8s LifePo4 packs in series. Those are long gone and dead.
I am making replacements With Lithium Ion. Is there any issue of making (2) 7s packs, each with their own BMS and then putting them in series? I can rewire the internals so that the packs can be in parallel. But I wanted to keep it as factory as possible so I could use these packs on other scooters without re-wiring them too. Thanks
 
Series is a lot trickier than parallel.

Better to make one big 14S if that's what you want.

Make the BMS easjly removable if you want to do maintenance / testing on 7S sub-packs
 
Trickier how? Will the 2 - 7s BMS still be ok if 55v or so are running through it since its series?
 
Totally depends on which BMS, single vs dual port, how wired.

Some BMS just do voltage detection, control external relays.

Tricky enough I would not want to try to advise further, maybe others will step up.
