12v power pack from 18650 cells

Hi guys,

I want to build a 12V pack from 3s or 4s 18650 cells. I want to use the pack for my telescope and mount.

What I don't know is what voltage stabilizer to use. From my undestanding the step-up/step-down dc-dc buck converter changes the output voltage if the imput voltage changes. I'm correct? I would like more or less 12v constant.

No, the output voltage should rest constant.

I think I will use a step down convertor than.
