What's causing a false throttle voltage? sabvoton 72150

Hi all, my sabvoton thinks its receiving 2.4v of throttle voltage, even though the actual throttle is delivering a normal 0.8 to 4 volts. Its a brand new 72150 controller and qs203 motor, worked for a day, then threw throttle error 30...or sometimes throws a hall fault...replaced a bunch of old earth wires but no change. Disconnected various wires to test. Throttle voltage floats around from 2.0 to 2.6v if I spin the wheel by hand except when hall wires disconnected

Is my new controller cactus? 😫🤪
 
Spinning the wheel by hand should not show any throttle voltage IMO. Normally, the throttle need to be receiving current from the controller 5v circuit and to be manually actioned to produce some output.
