Yes, if you are not into metal fabrication, go to someone who is. I have built 3 different ones, I work with steel all the time, but really it is not rocket science! One for the Prius, one for my RAV4 and Dodge flatbed, and a third one for the rear of my crane. Material cost for each was less then 20 bucks, some thin wall 2" square tube, so it would slip into the existing receiver hitch, and some small thin wall 1" tubing for the rest. A few straps and plastic quick snap type latches and I have a rack that is if anything overbuilt. Any of my bikes mount up to any of the racks in less then a minute. Look around for some small welding shop, and maybe take some pictures of store bought type racks to give the guy some idea. I'll try and remember to take a few pictures tomorrow when out in the shop, to show how simple they can be, while still being more then strong enough.
