Freewheels and geared hubs?

I'm working on project requiring a vehicle to move at a constant speed (≈6 kph) across a field, regardless of terrain. I was about to go for a geared wheelbarrow hub, something like this one, https://www.aliexpress.com/item/330...earchweb0_0,searchweb201602_,searchweb201603_, as it delivers the required speed and torque.
But then I realized that most geared hubs have freewheels, and are unable to hold back downhill using regenerative braking or similar. On the other hand, it also needs to be possible to push the vehicle without too much resistance, so no freewheel also seem undesirable. So unless there is a control system out there that can operate a disc brake, it seems I'm gonna have to opt for an external motor with a chain drive and a clutch solution.

Is this the right conclusion, or is there any way around this?
