Is this controller programmable?

I see their is software out their for reprogramming controllers. Infineons, TSDZ2, BMS Battery's etc
What about random clone controllers is their any compatibility? Chipset wise they all look similar these days. Can't seem to figure it out after hours of research.

So I soldered in cable's. GND ABS RST 5V TX RX

Connected to USB to TTL 9600 baud 8 N 1 no parity

Results on serial monitor where utter gibberish and one hex code.

GND to GND

5V to 5V

RX to TX

TX to RX

RST to ?? Reading online is to either push-button it to 5V or Gnd to allow uploading via processor reset?
