How accurate is "efficient"?

i have noticed efficiency ratings of motors ranging from >80% (probably a cheap trash motor) to 94.7% (more likely an outrunner). What do these mean? How accurate are these ratings? Do they use the same process to determine the efficiency?
 
The efficiency figure given in specifications is the maximum value. This is for the torque output achievable at the point where the copper losses are at parity with the parasitic losses. It's accurately measurable, or calculable - whether the figure given is truthful, or not, is another matter....
