Mobility scooter: 48V 1800W vs 60V 2000W?

I've got a project, basically going to be a mobility scooter using a lighter smaller frame, rider around 300 pounds. Don't need much speed, rarely going to be over walking pace; but I want long run times and torque for the times they want to go through grass in their back yard or city parks. I've narrowed the motor choice down to the cheap Chinese brushless inrunners.
Given all that, I'm trying to figure out if the 60v/2000w will be worth the added cost. I've also seen people (I think one was ElectricGod on here) say they were able to get a lot of torque out of the 2000w motor on 48v. Would the be using the 48v controller? Worried about the low voltage cutoff (if those controllers even have it) of the 60v.
