Xiaomi clone broken from new

I have a Xiaomi clone which has never run properly from out of the box new.
It throws up an E1 code (bad motor Hall effect sensor).
I've replaced all of the electronics except the motor and still get the E1 code.
The Hall effect sensors are all getting triggered in sequence as shown on my white box ebike testing device.
I've tried swapping the Hall effect wires to every permutation, still no joy.
What could possibly be wrong?
 
Could be that the hall sensor voltages aren't up to the thresholds the controller wants even if they're triggering.
Or the controller itself could be bad. Or maybe even improperly designed since this is a clone of a very cheap scooter to begin with.
Another controller could help rule this out.
