funny motor issues after a repair

Hi all,for a few weeks my hub motor had a tight spot(direct drive),i stripped the motor and replaced the bearings,at the same time i replaced the wires in the axle as they were chaffed,i fitted the motor and it span ok on the throttle,then i cable tied the wires to the frame,now if i open the throttle the wheel makes a slight jerk in a random direction and wont spin under power,if i pedal the bike and open the throttle the bike slows down,its like regen braking is kicking in but the controller has no regen capability,any ideas,will get my scope and meter out soon but way too cold today.
