So my wires coming out of my bafang 750 water rear hub motor got cut off when I was changing the tire and I been trying to fix it for almost a week to the point where I got so frustrated I ripped the motherboard off of the motor

Just replace the wires, get some heat shrink for the wires.

You might be able to get away with snugging up the phase wires inside the motor to get the damaged wires up further from axle and heat shrink it. But you need to replace the sense wires which is harder to thread through axle when phase wires are there to. Try to pull the sense wires out into the motor to connect. Relieve the jacketing from axle to controller might be easier to pull sense wires. I dont even know if that is making sense to you.

Do I need the board I can’t just put new hall sensors in but I need the board for the 5v power correct

I would get a sensorless or dual mode controller.
