Rusting Front Suspension

Would I be right or wrong to assume, it's not normal for a brand new front suspension to rust on the Stanchions. I've rode many bikes in the winter, and never had this problem before.
 
Your assumptions would be right, but only if you spilled the beans on where you bought it, the link, any pictures would be nice, the brand and model and year.... all the usuals.
 
Steel stanchions on bicycle forks are a hallmark of cheap crap. Respectable motorcycles have them, but their chrome is comparatively thick and non-porous compared to dreggy bicycle stuff.

So, yeah... it's if not normal, at least predictable. You get what you paid for (or less). You can delay the inevitable by keeping your bike clean and indoors when not riding, and avoiding salty or sandy conditions.

If you would like forks that don't rust, get them with hard anodized or ceramic coated aluminum stanchions.
 
I can link the Bike itself, but there is no mention of the make or model of the front suspension.

It's a price point consumer e-bike for sunny day riding. If you want it to do actual transportation duty, consider swapping for a rigid fork that doesn't need seals, wipers, or moving parts. It's what the bike should have come with anyway.
 
Half decent suspension forks are not cheap, $250 on up, I'd say 175-275 is on average, with some gems upper 200's.
 
I want to upgrade to this fork, and also get a 220 rotor as well. Will see how big the back can hold as well.

My roommate (another seasoned bike mechanic with more suspension chops than me) recommends the Rock Shox models that feature their Motion Control damper, like that one. He also consistently advises against chrome stanchions.

If I were you, I'd go for a thicker rotor before a bigger diameter rotor. Tektro makes 2.5mm thick rotors that are more resistant to warping and have more thermal mass. I think you can get 203mm in the thicker size.
