if my ebike goes faster than is entirely comfortable, but has difficulty climbing a hill, all else being equal, do I want a bigger or smaller rear sprocket?

Shift to a bigger sprocket in the rear or change the chainring in the front to a smaller one. You can use a gear calculator to figure out what you need.

This chart shows the speed in mph for the number of teeth on the rear sprocket on the vertical axis and the front chainring on the horizontal axis.

If a mid drive, larger. If a hub and you're pedaling, then bigger or smaller depending on what allows you to contribute and keep the speed up.

Going to a smaller wheel increases torque and decreases speed on the hub motored wheel.
If your wheels are 700, go 27.5, or if its 27.5 go 26, or if its 26 go 24 or 22 bmx.

Having a 26 hub motor on a 700c with 700 rear, was fine for me, has been for a year now.

Play around with the trip sim and motor sim
