VOTOL EM (FLUX WEAKING SETTINGS) HELP

Hey brothers. (specially @BareKuda)
I have:
1) VOTOL EM-150SP
2) QS MOTOR 138 90H
- Rated speed 4000RPM
- With Flux Weaking 6500RPM
3) My battery is 72V 200A BMS
4) I need fullpower on rated speed <= 4000RPM and 4000RPM-7000RPM with lower power.

I have technical sample about Flux Weaking settings in VOTOL


Which Flux Weeking settings must be best for me ?

But dont understand why:
Section #2 is 1000 and Mid Flux-Weakening value is 5000/15?...
