Keep the BMS. The cells are fine with up to 200A burst. Make sure the rest of battery build is sturdy enough to sustain the peak current your starter will draw. Then build a simple external switching circuit, triggered by BMS output.

Agree that the difference in overall efficiency will be miniscule, only due to slightly increased switching losses (assuming identical controllers). But maximum torque may be higher on the slower motor at very low speeds because the same maximum phase current can drive the slower motor at higher...

Provided the controller can't put out more than 30/35A phase current, the slower motor may have about 10% higher torque at startup (under 7-8mph) and will be a hair more efficient. Not much of a difference though...

I second Chalo. It's worked wonders for me, on motorized and pedal hubs alike. The key is to move the straight section of spoke as close to the flange as possible, so the J-bend won't get stressed under load.

As long as the discharge curves match each other and the parallel wiring doesn't have to handle excessive current, it should be fine.
