18V cordless tool battery packs, brand for most value Ah/$

What about 24v Kobalt batteries, I think they're the best bang for the buck. A 2Ah version is $20 in my area. They have $20 off $100 so that' could make them $16 a piece meaning $.33 per wh. They also have adapters on thingiverse to use them with other brand tools like Makita drills.

Quick question, If I connected the batteries in Series, Could they be charged with a 48v charger?

I want to make an E-scooter that I can fly with. Anything under 100wh is able to be carried on a plane!
