Capacity is spot on i would say.
IR for the pf should be about 29 to 30, thats personal results on my gear using 4 wire test.
If the IR of the cells are close thats what counts regardless of the testing method.
I would balance them them to 3.7 ish V before testing Ir and warm them up to room...
Before soldering I like to punch a few holes in the strips. Simply use an awl to punch a small hole in your strips using some soft wood underneath, flip it over repeat on the back side flatten your strip out with a hammer or whatever tool.
Now solder both sides and make sure it the solder sucks...
The welds look ok but you may want to rethink your design. Using insulators on the positive cells is much safer. My main concern is the extra tab between the cell ends. This is not good and could cause a dead short if you melted the thin plastic wrap. Double up on the tabs if necessary, but...
These batteries will be great if they last 30,000+ cycles i'm very interested in your results.

Some things you can try. Take out the welding tips and sharpen them up, the smaller the contact the hotter the weld.
The copper used to weld with may be low quality and may need to be filed every few dozen welds.

It will tell you how much energy goes back into a cell. If you charge very slowly 0.5 amps it will get you within 5%.
Not the most practical for testing purposes, but It is a tool than can be used to compare cells.
