The second bike definitely looks like a phatmoto with its gas tank frame. One difference, though, is this frame is missing the disc brake mount inside the rear triangle that phatmoto uses
The lettering is not the usual cursive, so we can't match it to your cursive example. The letter "r" is pretty clear on the bike, but that's not the usual way to write a cursive "r". My best guess is "Carlani" but googling for that comes up with nothing.
It looks like the rear needs a disc brake mount welded on; neither frame looks to have mounts. The 2nd bike has a motor that looks more suitable for a motorcycle or scooter.

The seller also has this bike for sale. He said the bikes came from a friend who passed away. Having two bikes with the same uncommon frame is hopefully indication that these didn't come from a bad source.
Saw this on FB Marketplace for $100. Would you take a gamble for a $100? From the size of the controller, it might be a beefy motor. Even if all the motor parts are duds, the frame looks neat, and I can just put my 9c motor and controller on there.
This "motorcycle with batteries" is for sale locally. It looks like there are 5 SLA batteries, so I'm guessing it's 60V? If the controller were 15A to 20A, then would this be around a 1000W motor? For such a relic, would anything be useful on it? frame, rear motor? It's only $50 ;)
