    Couple of tricks I figured out.

    I had this problem with my rear wheels that no matter what kind of rim liner I used my tubes would slip and the stem would shear off. I finally fixed this by using 100 lb double sided Loctite wall mounting tape. I wrapped the rim, put the rim liner in, tube and tire and no more slipping tube...
