(edit: i guess I didn't catch it being a *concept of a car* and somehow thought at first it was supposed to be an *actual concept car* that had supposedly been built, so I guess you can ignore the below, posted before I realized that)

The pic in the OP just looked so much like CGI to me that I went to the site, and viewed the original fullsize images, where I find this texture-wrap error on the tires, circled in red. I highly doubt real tires would be molded like this, but it is an extremely common modelling error when creating textures that must wrap completely around a 3D object. Additionally, the tread lines on the tire aren't the same on the left vs right tire in the top image, arrows in yellow. Arrow in green points to apparent polygon edges/points in the tread/sidewall interface.

I suppose it's possible this is a real photograph of a real vehicle, but I doubt it. I doubt that even the "room" it is in is real.

No no AW - that's the new style of tread, all virtual, and never wears out :wink:
