Hi, front or rear rack... can ya post a pic of the bike?

Pretty much any seat post rack will fit OK. Topeak do a range with rail mounts for their bags, but they are a bit pricy. A quick scan of ebay turned up this cheapy that should fit OK: http://cgi.ebay.co.uk/SEAT-POST-MOUNTED-REAR-BIKE-CYCLE-PANNIER-RACK-41417-/380251199741?pt=UK_Sports_Leisure_Cycling_Bags_Panniers_SR&hash=item5888bcd8fd You'd need to hunt around for a bag of the right sort of size to take the battery pack, but that's probably something best done by taking the pack into your local bike shop and trying bags for size.

A 37V 30Ah Ping is a pretty big battery pack. Are you sure you really want something that big? If you want to stick with the existing controller on that bike then you need a 24V pack. I'd suggest starting off with a single 24V nominal (really about 26V) 15Ah Ping and seeing if the bike does what you want. If you want more range then double it up to 30Ah packs by adding an extra 15Ah pack, if you want more speed then sell the 24V pack and convert the bike to 36V with a new controller (I don't know of an easy way to get the existing controller to work on 36V, unfortunately).
