controller or motor issue

I have an issue with either the controller or motor on my e-scooter. Sometimes when Im riding and I stop, when I go to go again and I twist the throttle I get nothing. I have to turn the key off then on for it to work. When I am testing the scooter with wheel off the ground, sometimes it wont go when I twist the throttle unless I give the wheel a slight spin. Has anyone ever had a problem like this? There is no BMS on the scooter.

Brush type motor? Bad brushes maybe.

is it sensorless ? Next time this happens on the road, twist the throttle and give the scooter a little push

Bad contact of some kind, so worn brushes or damage to where the brushes rub could be it. It could be a controller hitting lvc. Actually sounds to me like two seperate and different problems.

I cant figure this thing out! Now it just makes noise but doesnt move. I checked the halls with a Lyen tester and it says they are good. I checked the phase wires and it says they are also good. I checked the controller with his tester and it spins the circle on the tester fine. I cant figure this one out! I checked all the wires and they are good. This makes no sense.
