I recently just replaced basically everything on my old E-scooter motor, ESC, and throttle. I have not replaced the battery because a new one is $100, but when I charged the 36 volt battery it only showed 33-35 and only charged to .3 Ah of the 7.5 it originally should charge to. The scooter also goes very slow and does not have much power. (2-5 MPH) Solution? or should I spend the $100?

It's likely the battery is worn out. You'd have to inspect each cell group (10 groups on a typical 36V lithium ion battery pack) to see there are any with a lower (or higher) voltage than the rest. Unless you want to get into battery pack troubleshooting and DIYing something; it might be easier just to replace it. Be very cautions of a battery pack that doesn't charge right; it could be a fire hazard.
