lipo serie/paralel question

i am in the proces of building a lipo battery pack for my electric scooter

i have 4 5s 5000mah pack i would like to configure as a 10s2p pack

my idea was to make 2 5s2p pack and then put these packs in serie

Q1.
is it better to put the cells in series, or paralel first?
so 2x 10s1p in paralel
or 2x 5s2p in series

Q2.
i would like to hardwire the 2p packs together. is this a good idea?
my understanding is that the packs will balance them selfs on the cell basis this way. so cell 1 in pack 1 will be exact the same votlage as cell 1 in pack 2...etc.

Paralell then series is supposed to be the better way. That is, build paralell groups the size you want, then series connect them. That is how a Ping pack is constructed, btw. done that way, a weak cell in the paralell group gets some help from it's neighbors, while in series first, it can't.

The way you want to do it would only be an advantage if they could be seperated, and charged twice as fast with two chargers.

charging iwill not be a problem, i am charging with an 600w power supply an a balancer (so 41.5v at 10A)
