Those look like Surlys, but there are now three kinds of Surly fatbikes-- the 26" x 4" Pugsley, the 26" x 5" Moonlander, and the 29" x 3" Krampus.

Tommi Sea and 9Zero7 also make 26" x 4" MTBs, and Origin8 makes a 26" x 4" cruiser. There are a bunch of others I'm not familiar with mentioned on this page.

W/regard to fat bikes,
The time i spent on greenamchine's surly pugsly & the larger custom was suprisingly comfortable. The Bikes pedaled as efortlessy as my 86 specialised rockhopper with street tires.

He had a sclumph crank on his folder & a rolloff speed hub laced into the rear of the Pugsly....they were both perfect e-bikes as far as I was concerend. I barely used the hub motor as I pedaled the Pug all over Venice beech. The bikes got lots of 2nd takes. I will definatly pick one up in the not to distant future.
Here is a pic of son #3 & myself under the SantaMonica pierhead w/the fat bikes. 1/2 way thru a nice 20+ mile round trip.
