What causes a voltmeter to read a dead 18650 cell @ 150v?

I have a 15ah 13s pack were the 6th bank of cells reads 150v. Individually, each cell reads 120v to 170v. Multimeter is an innova 3320.

When tested the dead bank along with another bank it was only a fraction of a volt higher. This leads me to believe these cells are dead but i don't know what explains the wacky readings.

bad battery in the meter, or wrong setting on the meter or defective decimal point on the meter.

have you got it set to AC instead of DC ?
