You'll want to decrease the "Throt Out during Ebrake" to closer to 0.1V (assuming your Baserunner has the default throttle voltage mapping) in order to increase the maximum allowable regen current via backpedal. A scale factor of 4 isn't a ton for something that powerful; try something closer...
