    Its a brushed controller like for a scooter. There are different revisions so you have to look up the parts. One revision worked fine at 48v but this one could be different so the need to look up this ones part numbers.

    there are 4 and 6 volt SLA batteries too if adding 12 is too much. Some little kids toys use 6v so those should be easier to find than 4v.

    The motor looks like a direct drive - no gearing inside and no freewheel. So if the motor is unplugged and the wheel turned by hand, the motor should be engaged to generate electricity. A meter or bulb across 2 of the 3 motor wires would demonstrate that.
