    batt pack still has volts when switched off

    Hi, new to this, 54v batt pack that came with cheapie chinese fat-ebike. it has a toggle power switch on it - when i put my meter on the + and - terminals (i checked them to make sure right ones) I get 54v when switch is "on", and 21.3vdc when switched off. Any idea why? normal?
