    The cops only care about the parameters printed from the factory on the motor. I think that as long as it's written that it's 250w, the motor might as well be 1000w and they wouldn't care.

    Quick update. The first measurement turned out ok. When one voltage was at 5v, the 2 others were at 0.038v. The problem is when I tried holding the wheel with my hand to simulate a little load.     If the magnets are ok, and the hall and phase wires connections are ok, than what could be the problem? Could it be something else inside the motor?
