    Since it's pedal assist only, why can't you set it up for 28 mph since most states use the "Class" system which has a designation for PAS @ 28 mph. You could just make the buyer sign for road application only. Did you consider a crowd fund to provide enough orders for a lower price?

    I looked at a SOC vs voltage chart for 52V systems and at 80% and 90% the Luna charger was close (AIR within a couple of tenths which is probably the extent of accuracy of the voltmeter). 100% was 58.6V. Everything was close enough.

    In general FME with BBS02's (which might be applicable), steel frames (especially with 68mm bottom brackets) worked best. I needed to dremel inside the BB with a GT Zaskar conversion.

    Probably someone more astute than I am will mention this, but while 72V, a new motor and controller will get you to 45 or so mph, IMO you'll need to add better suspension, tires and (maybe) other parts to travel that fast safely.

    My son got his wife a Rad Power commuter and it seems functionally adequate (probably similar to the Juiced). Considering the bleak state of the OEM industry, you might be able to locate a hardtail mid in your price range from one of the majors (Giant, Trek, Specialized, or equivalent).
