Arduino like chip for $2 for BMS microcontroller? 8bit & ARM

i was just lookin around and i saw this great deal, on something i have no idea what it could be used for, i got class in a bit but i didnt wanna forget to post so ill leave it up here and hopefully someone more knowledgable can say wether this has use for us or not, im thinking mainly for a battery controller thing but anything else for ebikes, maybe an esc?

i originally posted for this $2 ti launchpad chip but also wanted to add this one which looks more robust the ARMBasics from coridium looks interesting for about $30 to work on arm chips (cell phones) http://www.coridiumcorp.com/index.php

heres a link of the guy describing what comes with it tho he doesnt say much of whats its for, ive heard its like an arduino just harder therefore not as fun, but for the price im really considering jumping into it just to learn, since after this an arduino would be cake, this 1 seems to be an 8 bit processor like the more widely used 8051 and MSP430 and in a 6 pin PIC 10F form factor, no UART like arduino so its harder to plug n test,
