Building mobile power banks

I ve been looking round for a way of building and managing a powerbank made from 18650 that i can use to charge all my usb equipement. (phone, camera ect) while hiking , biking, canoeing ...
Now i've got a spot welder that i used to build my self a 3s88p 18650 battery for my boats trolling motor and embarked electronics !

My project is to make a 1S10p NCR18650B battery bank. Ok so what you can get that for cheap! buy a bank and then buy the cells.
Ok i've been looking a round (maybe not enough) and i only found banks with 2 ports out and 1 in . That is all usb driven. So always 1 X 1.0A and 1 X 2.1 amp out and at best 1 2.1 amp micro usb in .

My idea .
Use a waterproof 1010 pelicase put in the 1s10p pack.
manage it with a pcm or BCM

have a multi voltage DC intake from 5V to 24 volts (or more). 2 crocodile for PB bats , a cigarette lighter adapter ...
have a 110-220v charging capability. i got this for my arduino work. => https://solarbotics.com/product/34017/
have the possibility to charge it with a solar panel i ve got a home made C60 13.8 Volt 80W foldable solar panel so i will be using it to charge it too.
to charge the pack at 0.30C (ish) so 10 amps max.

So ?

i would like to be able to charge the pack at 90% max and let it empty at 10% minimum then have it cut off the charging or discharging. any idea on how to do this? BCM PCM ? model ?
For the multi voltage input i was going for a dc dc step up down with 50W continious any good

Any advice, link , insight would be of great help.

You just need a single voltage source of ~4 volts to charge the battery since it's 1s. No fancy stuff needed. Then you just need a boost converter which you can buy from any of a zillion sources to turn it into a 5v usb charger.
 
As for limiting the charge at 90% and discharge at 10% ?
And beeing able to charge from multiple dc power sources ?
