I can't think of any plausible reason to embed the batteries in the seat post.

1) The seat post is very high on the bicycle. Putting the batteries there just nets you a high center of gravity.
2) While the post is removable, the seat itself is a very personal item and does not want to be duplicated or exchanged with a generic seat by swapping the assembly at a battery exchange/charging station.
3) The telescoping post requires two layers of material, so the increased diameter costs you double materials and double weight.

The best handling while underway comes from concentrating the bike's mass near the rider's mass, which is to say high up. Of course when you're pushing, carrying, or just taxiing the bike around, low placement of mass is better. With a tiny battery like the one in that folder, I doubt it matters much where you put it, except for the purposes of packaging.

Thinking maybe can remove battery AND seat to recharge (better security... those darned bike seat thieves. Harder to take without comfy seat AND battery.) :)

EDIT: They make LOTS of different styles of bikes.

On the security side, it really seems like worse security. Now your battery is so easy to steal, you have to remove it every time you park and then lug it around with you on foot.
